摘要
分析了近年欧盟RAPEX对全球输欧产品通报数的变化态势,指出：2015年我国输欧产品被通报数不仅出现了明显的下降,而且下降比例超过全球对应产品;此外,我国服装鞋类产品被通报的主要危险类型,总体来说,也由化学危害型逐步转为机械危害型.还分析了近年我国服装鞋类产品因违反REACH法规被召回事件的快速上升趋势,指出：若除去与印染加工无关的因素,则禁用偶氮染料仍是近年我国服装鞋类产品被召回的头号化学危害因素,而涉及的主要致癌芳香胺是4-氨基偶氮苯、3,3’-二甲氧基联苯胺和联苯胺.为了减少和消除被通报和被召回事件的发生,我国企业必须从源头强化清洁生产、加强监控、加快替代、强化检测,严把产品安全关.
In recent years the state of change of the circulated by RAPEX of EU quantity of products of the whole world to be exported to Europe was analyzed, and it was pointed out that for the circulated quantity of products of our country to be exported to Europe in 2015 not only appeared a marked decrease, but also its decreasing ratio exceeded that of the circulated corresponding products of the whole world. Besides, the main dangerous type of the circulated apparels and footwears of our country to be exported to Europe, generally speaking, transformed too gradually from the chemical harmful type into the mechanical harmful type. The fast rising trend of the quantity of the recalled apparels and footwears of our country to be exported to Europe in recent years because of transgression of REACH law was also analyzed, and it was pointed out that the forbidden azo dyes were still No. 1 chemical harmful factor of the recalled apparels and footwears of our country to be exported to Europe in recent years, if the factors, which had no concern with dyeing and printing processing of fabrics, were eliminated. The forbidden azo dyes involve the main carcinogenic aromatic amines including p-aminoazobenzene, 3,3＇-dimethoxybenzidine and benzidine etc.. In order to decrease and eliminate occurrence of circulated and recalled incident of exported apparels and footwears, related enterprises of our country have to strengthen clean - production from source, tighten superintendence and control, speed up replacement, reinforce inspection and guarantee strictly safety of products.
