摘要
基于科技体制改革和科技创新发展的形势要求,从创新主体、创新过程等方面阐述了当前交通运输行业科技创新模式存在的主要问题,研究了交通运输行业科技创新模式演进的趋势和重点,提出在信息资源垄断被打破的情况下,迫切需要形成以行业内竞争为基础、通过行业外力量激发活力的新型科技创新模式。针对未来科技创新的环境及特征,提出了交通运输行业新型科技创新模式的关键要素,即创新主体的无差别化和多元化、创新基本条件的开放性和研发过程的个性化,并提出创造无差别化、多元化、开放化、个性化的科技环境是未来科技创新的关键,旨在为政府科技管理部门进一步转变发展理念,提升科技管理和服务水平提供决策支撑。
Taking the new situation of system reform and innovation development of science and tech-nology into account,main problems of science and technology innovation mode in transportation industrywere discussed from the aspects of innovation subject and innovation process.Future trends and majorareas of science and technology innovation mode in transportation industry were studied.In the contextof information resource monopoly being broken,it is urgent to form a new mode of science and technolo-gy innovation,which is based on the competition within transportation industry and stimulated by thepower of the whole society.In view of future environment and development features,key elements ofbuilding up a new science and technology innovation mode were suggested,i.e.the indiscrimination anddiversification of innovation subject,openness of innovation infrastructures and individualization of inno-vation process.A sound innovation environment with elements of indiscrimination,diversification,open-ness and individualization is crucial to realize breakthroughs in science and technology in future.In thisconnection,the recommendation may provide decision support for science and technology managementdepartments to change their development concept,improve management skills and upgrade service lev-els.
