摘要
为使大中型水电工程前期规划中政策衔接、流程顺畅,妥善解决移民中的主要问题。基于金沙江下游水电建设及其移民工作实践,针对水电工程项目的核准程序及其核准的时效性问题;移民安置及其移民意愿问题,提出相应的对策建议。
The proper solution to the major problems on the hydropower migration is the key to the policy convergence and the flowing procedure for the pre--planning of the large and medium--sized hydropower projects. The suggestions for the the the countermeasures on the hydropower migration resettlement and the migrant intentions are put forward, based on hydropower construction and the practical work of the hydropower migration in the lower reach of Jinsha River, and approval procedures and the approval timeliness for the hydropower engineering projects.
