摘要
在分析上海铁路局施工管理和存在问题的基础上,提出上海铁路局实施普速铁路天窗综合利用、规范邻近营业线施工监督计划、实现登销记作业的标准化和做好铁路局年度大中修任务安排等施工管理的解决思路和方法。经过上海铁路局施工综合管理的创新实践,取得了一定的成效,即统筹开发施工安全综合管理平台、明显提升天窗综合利用水平、合理控制邻近营业线施工、加强规范登销记作业流程,实现施工管理与运输生产协调发展。
Based on analyzing the construction management and its problems in the administration, this paper puts forward the solution idea and method of construction management by the administration, such as implementing comprehensive utilization of common-speed railway window, standardizing the construction supervision plan of adjacent operating railway line, realizing standardization of register and writing-off operation and doing well the annual tasks arrangement of overhaul and intermediate repairing by railway administrations. Through innovation practices of construction^omprehensive management by Shanghai .Railway Administration, some results are achieved,~＇~ncluding~＇ integrating and developing comprehensive management platform of construction safety, obviously increasing comprehensive utilization level of maintenance window, reasonably controlling the construction of adjacent operating railway lines, strengthening standard register and writing-off operation flow and realizing coordinated development between construction management and transport production.
