摘要 科技资源是国家科技创新的基础性资源,对科技资源利用效率的高低在很大程度上决定其科技竞争力大小。文章在对我国当前科技资源共享与利用调查问卷数据分析的基础上,从使用和管理的角度探析了影响科技资源共享与利用的各种因素,并从法律机制、规划配置和服务方式3个角度提出了相应的政策建议,为推动我国科技资源共享与利用水平的持续提升提供借鉴和参考。 Scientific and technological resources are important resources of national science and technology innovation sys- tem. National science competition is determined by the utilization coefficient level of the scientific and technological resources to a large extent. The paper summarized the sharing and using status for China's scientific and technological resources based on ques- tionrraire data and explored some existing influence factors from use and management perspective. On this basis, the paper pro- posed an evaluation framework which included policy and institutional environment, planning and alloeation, and service and other models with multiple sub - mode environment or dimensions. At last, the paper explored some existing problems under three di- mensions : macro perspective, meso perspective and micro perspective. Some concrete suggestions from three respects that includ- ed environmental construction, technical support and qualified personnel for service were put forward to provide reference for the high level efficient use of scientific and technological resources in the area of science.
