摘要
推进经济社会协调可持续发展,已成为我国构建和谐社会、全面建成小康社会的重要战略选择。经济社会协调发展如同社会变迁一样,也有着可循的内在规律,总体来看呈现的是一个从协调—不协调—协调的"U"曲线演进过程。从经济社会协调发展的演进规律来看,发达国家在推进经济社会协调发展方面已走在世界前列,特别是社会建设方面,如保障和改善民生、创新驱动发展、人才资源开发、生态环境保护、社会治理、促进社会公平正义等很多做法值得我国借鉴。推进我国经济社会协调发展,既要借鉴发达国家经验,也要结合我国具体实际,从社会政策的视角全面构建我国未来的政策选择,包括推进民本政府建设、构建开放式创新体系、改革人才评价体系、建立生态文明制度、创新社会治理机制、完善社会保障体系等。
It has become a crucial strategy selection for China to achieve the coordinative development of economy and society. Such development, just as social transition, follows certain inner laws which generally is presented as an U curve. There is much experience in the field of social development that worth learning from. The promotion of the coordinative development in China should be made on the reference to foreign experience and the realities of China. Such countermeasures concerning the construction of a people-oriented government and an open and innovative system, the reform of evaluating system of talents, the development of ecological civilization, the innovation in social management and the perfection of social guarantee system should be adopted.
