摘要
综合素质评价的应用,起源于20世纪80年代的美国,经过四个阶段的发展,现已广泛应用于欧美各级各类学校的教育评价中。我国自1999年国务院发布《关于深化教育改革全面推进素质教育的决定》以来,政府多次出台政策积极推进中小学生综合素质评价改革,各地教育部门积极探索中小学生综合素质评价,但依然存在着思想理论基础不足、评价模式可操作性不强、方法技术不科学、公信力不足等问题。未来随着综合素质评价的学术研究向纵深发展,将更加注重评价工具的开发,保障机制问题将日益突出。
Comprehensive quality assessment originated in the United State of America in 1980s',and then it experienced four stages and is being widely applied for all kinds of schools in America and Europe.China central government has carried out many measures to promote the students ' comprehensive quality assessment since the release of Resolve to Deepen Education Reform so as to Promote Quality Education by the State Council and education departments actively have been exploring the ways to make quality education assessment,but problems such as weak theoretical foundation,assessment models hard to be carried out,unscientific methodology and inefficient public incredibility do exist.With the vertical development of comprehensive quality assessment,emphasis will be laid on developing comprehensive quality assessment tools,and so problems on guarantee system will be prominent.
