摘要
主办侦查员制度及案件质量终身责任制作为全面深化公安改革的重要内容,是着眼建设法治公安目标,提升人民群众安全感和满意度,提高公安机关执法水平和公信力,激发侦查人员积极性和责任感的重大举措。有必要对主办侦查员制度及终身责任制的依据和内涵进行研究,就责任制度实施和构建、遴选的过程、权力运行及考核等问题进行思考,提出对主办侦查员制及终身责任制的构建思路,推动公安改革的深化。
As the important content of deepening the reform of the public security, the system of hosting investigators and lifelong responsibility for the case quality is a crucial measure taken to reach the goal of ruling public security work of law, enhance people＇s satisfaction with public security organs, improve their level of law enforcement and credibility, and stimulate investigators＇ enthusiasm and sense of responsibility. Based on the study of the basis and connotation of the system of hosting investigators and lifelong responsibility, together with the reflection on the process of implement ing responsibility system and building, selection, power operation and assessment and other issues, we try to put forward the idea for the construction of the system of hosting investigators and lifelong responsibility, and to promote the deepening of the reform of public security.
