摘要
为评价城市水循环的健康状况,基于城市水循环内涵,结合水资源各关键属性,根据城市水循环供水、用水、排水及回用四个关键过程,构建了基于关键绩效指标(KPI)的城市水循环健康评价体系,并以天津市城区为例,评价了区域2000~2012年的水循环健康状况。结果表明,天津市水循环在2001~2003年处于病态,2000、2004~2012年处于亚健康状态,其中2001~2003年的健康得分均为2.99,为近10年以来水循环状态的最差阶段。目前天津市水循环正处于亚健康平稳期,可通过河湖治理、污水处理设施升级改造等一系列举措,促进区域水循环转向健康运行。研究成果为天津市水资源可持续发展提供了决策参考。
The assessment system of healthy water cycle was built based on key performance index in order to reflect the health situation of water cycle for a city.The index system consists of four dimensions that is water supply,water use,water drain and wastewater reuse based on the connotation of urban water cycle,which refers to the key properties of water resources and the characteristics of urban water cycle.The health of water cycle in Tianjin City from 2000to2012 was assessed using this index system.The results show that the water cycle in Tianjin City was in morbid in 2001-2003,and in sub-health in 2000 and 2004-2012.The lowest of the assessment scores in all years was 2.99 in 2001-2003.Now,the situation of water cycle in Tianjin City remains sub-health and would be promoted to the health through the treatment of rivers-lakes and the upgrading of sewage disposal facilities.The results could provide the decision reference for the sustainable development of water resources in Tianjin City.
