The article introduces the basis,background,scope of application and main contents for TB/T 3080―2014 Concrete Turnout Sleeper for Ballasted Track. It makes an in-depth analysis on important raw materials,key manufacturing techniques,quality requirements and development of standard values for mechanical performance test,thus representing the scientific nature,fairness,high-precision,high-efficiency and other characteristics of the standards. By doing so,the turnout sleeper designers,the manufacturers as well as the inspection acceptance organs can understand each technical regulation as stipulated in the standard in a more profound manner,thus further providing a basis for concrete turnout sleeper design,workshop fabrication,field application and production certification.
