摘要
利用2008-2011年中国创新型(高科技)企业数据,从横向参与和纵向参与两个维度深入研究政府参与对企业创新的作用机制。不仅考察政府参与对企业创新的直接影响,还探讨横向参与对纵向参与的调节效应,进一步揭示政府参与影响企业创新发展的复杂机理。结果发现政府参与并非总是与企业创新发展正相关。基于纵向参与的研究表明,政府参与的机构数与企业创新发展正相关,而经费投入作用不显著;基于横向参与的研究表明,技术交易市场活跃度与创新发展正向相关,而知识产权保护水平与创新发展负相关;进一步研究发现纵向政府参与受横向政府参与的调节影响,对企业创新发展影响不一致。
This paper studied the mechanism of government involvement in firms＇ innovation deeply from horizontal and vertical dimensions based on the data of China innovative firms over the period of 2008-2011. The paper not only examined the direct impact of government involvement on firms＇ innovation,but also discussed the moderating effect of horizontal involvement,and further revealed the complex mechanism of how government involvement influences firms＇ innovation.Results showed that government involvement is not always positively related to the firms＇ innovation growth. Based on the vertical involvement,the paper found the number of the government agencies positively impacts the firms ＇ innovation growth,however,the input of funds is insignificant. Based on the horizontal involvement,the paper found the activity of technology exchange market positively impacts the firms＇ innovation growth,however,the level of intellectual property protection is negative. Further,the paper found horizontal involvement can moderate the effect of vertical involvement.
