摘要
廉政能力建设是当前我国国家治理亟需解决的重大问题。传统廉洁文化是中国传统文化的优秀遗产,包含个人修身、廉洁从政和治国理政三个不同层面。这三个层面由内而外、由认知到践行、由个人历练到国家治理逐步递进,对提升领导干部的廉政能力具有重要的启示价值:通过正心、节欲、慎独、自省不断砥砺,可以提高廉政自律能力;遵循"公、清、谨、勤"行为准则,可以强化廉政践行能力;秉承政贵廉、吏崇正、法从严、防在先的理念,可以增强廉政治理能力。
Incorruptible ability construction is a major problem that needs to be solved at present. Traditional incorruptible culture is an excellent Chinese heritage,which covers personal moral self-cultivation,incorruptible practice in governance and administration of state affairs. These three hierarchies progress gradually from internalization to externalization,from cognition to practice,and from personal experience to state governance,which offers an important enlightenment to upgrading the leading cadre＇s incorrupt ability. Moreover,incorruptible self-discipline ability can be improved by practicing such moral manners as sincerity,moderation,self-restraint and introspection; incorruptible governance practice ability,by abiding by the standards of behaviour of Impartiality,incorruptibility,prudence and industry; and incorruptible governance ability,by maintaining the conceptions of incorruptibility in government,honesty in office,strictness in enforcing law and corruption prevention in advance.
