摘要
以合肥市滨湖新区规划实施为例,针对规划实施结果偏离规划目标的现象,剖析规划实施机制存在的问题,从政府运行视角,探讨了城市规划实施机制的自我完善途径,指出规划部门应与发改、国土、财政三大核心部门建立良好的协同机制,从而保障城市规划得以有效实施。
Taking new Binhu community in Hefei city as an example,in light of the phenomenon of planning results deviating from the planning target,the thesis analyzes problems existing in planning implementation mechanism,explores self-improving methods of city planning implementation mechanism from the aspect of government operation,and finally points out that： the good coordination mechanism should be established among the planning department,the development reform community,national land bureau and financial community,so as to guarantee effective implementation of city planning.
