摘要
通过对长三角地区的3个案例分析,从基层医疗机构参与失能老人长期照料模式的角度,探索长三角基层医疗机构在人才、资金、用房等方面与养老机构的合作模式。研究发现,现有的参与模式中存在护工招聘难,专业水平低,服务费用负担重,服务设施不完善等问题。当务之急是稳定护理员队伍,加强护理员培训,提高基层医疗机构服务水平。
Through three cases from Yangtze Delta Area,this article explored the cooperation in disabled elderly long- term care between primary health care institutions and the pension agency concerning human resources,capital,buildings and so on. Further research found that it was difficult to recruit nurse assistants and the service was not professional. Our research also found that the disabled elderly cannot afford the service fees and service facilities of primary health care institutions was not enough. Finally,the article also made recommendations accordingly from caregiver training,policy support and other angles.
