摘要
创新发展是图书馆事业的永恒主题,而理事会制度是公共图书馆治理能力创新的显著标志,这一建构过程蕴含着丰富的制度内涵。公共图书馆治理能力创新制度的困境主要表现为法人制度有名无实、法律制度供给不足和科层制度根深蒂固等3个方面,制度逻辑下公共图书馆治理能力创新的实现路径具体包括:明晰主体权责、厘定治理边界,完善利益分配、重塑治理格局,健全监督机制、规范治理行为,推进信息公开、透明治理过程。
Innovative development is the eternal theme of library career,and trustee council is the distinctive mark of the modernization of public library governance capacity,which contains a profound connotation of institution in the constructing progress.The dilemma of institutional innovation was represented in the following areas：the legal person system existed in name only,the supply of legal system was insufficient,and the bureaucratic system was deep-seated.The practical ways to the modernization of public library governance capacity in the institution logic included the following four aspects：clearing the powers and responsibilities of the main body,collating and stipulating the governance boundary;improving the distribution of interests and reshaping the governance pattern;sounding the monitoring mechanism and standardizing the governance behavior;promoting the information disclosure mechanism and making the governance process transparent.
