摘要
土地承载力是区域协同发展与土地利用空间结构优化的基础要素。应用主成分分析法筛选指标要素,构建由人均建设用地、规划人均城乡建设用地规模、人均耕地、人口密度、单位土地产出和土地利用率6项指标构成的京津冀土地承载力评价体系;运用模糊评价法与GIS空间分析进行京津冀土地承载力评价与空间分异研究。研究表明:1)京津冀土地承载状态分为良好状态、一般状态、警戒状态和危机状态4个级别,空间分布上呈点状分散与带状聚集的分布特征;2)在京津冀经济发展快速与建设需求旺盛的环渤海地区、京津走廊、冀中南区域等均具有较好的土地承载状态;3)通过推进京津冀区域土地利用规划统筹与协调配置,实施建设用地规模管理与空间管制机制,强化节约集约利用土地,可保障京津冀协同发展的土地资源需求。
Land carrying capacity is the basic element of regional cooperative development and land use spatial structure optimization.The evaluation system of land resource carrying capacity is developed with the principal component analysis,which includes construction land per capita,the planning extend of city and rural construction land per capita,arable land per capita,population density,output per unit of land and land utilization.Land carrying capacity assessment and its spatial differentiation pattern ware researched with fuzzy evaluation and GIS spatial analysis.The results indicate：1）the status of land carrying capacity was divided into four classes,namely in good condition,the general state,alert state and crisis state in Beijing-Tianjin-Hebei;2）the characteristics of spatial differentiation were present the distribution of scattered dot and aggregation belt;3）the better status of land carrying capacity were located in the coastal areas,Beijing-Tianjin corridor,south central Hebei Province,which are economic rapid development of building strong demand in Beijing-Tianjin-Hebei;4）some policy measure were developed to ensure the land resource demand with coordinate development in Beijing-Tianjin-Hebei,such as the construction land extent management and spatial control mechanisms,to strengthen economical and intensive land use,to plan as a whole of land-use planning in Beijing-Tianjin-Hebei.
