摘要
我国至今尚未建立国家层面的长期照护制度,但近几年来青岛、长春、南通等极少数城市率先开创了地方性的长期照护制度。本文在充分借鉴吸收国际经验的基础上提炼出长期照护制度的基本框架和要素,并以此为基础对青岛、长春、南通三地的制度建设现状进行分析,力图为构建一个适应国情特点、具备推广价值的长期照护制度提供有益的建议。
Up to now, the long-term care system in the state level has not yet been established in China. However, in recent years, a few cities, such as Qingdao, Nantong, and Changchun, have taken the lead in establishing local long-term care system. After adequately referring to and absorbing the foreign experience, we proposed a basic frame and key elements for long-term care system of China. Based on these, we analyzed the current status of the long-term care system in Qingdao, Nantong and Changchun, to provide useful suggestion for building a long-term care system adapting to national conditions with the value of promotion.
