摘要
在公立医院改革过程中,改革受到来自公立医院内部的抵抗,以致改革进程较为缓慢。通过将组织抵抗理论与公立医院改革的实践相结合,发现改革中产生抵抗的主要原因包括:组织惯性、不确定性引发的恐惧、改革方案的缺陷、利益受损、对改革的不理解以及对改革的不认同。研究发现,主要有三种途径可以消除公立医院改革中的抵抗现象。权力途径依靠政府行政权力强制消除抵抗。规制途径是通过制定法律、法规等途径消除抵抗。管理权变途径适用于微观层面,是公立医院内部管理的主要手段。
In the process of public hospital reform, the reform has been resisted by the public hospitals, so that the reform process is slow. Through the combination of the theory and practice of public hospital reform, the main reasons of the resistance in the reform include: organizational inertia, the uncertainty of the fear, the reform program of the defects, the interests of the damage, misunderstanding of reform,and disagree with the reform. It is found that there are three main ways to eliminate the phenomenon of resistance in public hospital reform. Power approach is to rely on the government's administrative powers to eliminate resistance. Regulatory approach is to eliminate the resistance through laws, regulations and other ways. Management approach is applicable to the micro level, is the main means of internal management of public hospitals.
