摘要
改革开放20多年来,我国的医疗卫生体制历经多次改革,取得一些进步。但同时看到,医改的现状仍不尽人意,"看病贵、看病难"的问题日益突出,主要原因就是卫生体制改革中的政府失灵即整个医改过程中,政府责任模糊,出现了缺位、越位现象,使医改没有达到预期的效果。因此,要保证医疗卫生事业的健康发展,其中政府责任的明确是关键因素。本文在总结20多年来医改中政府责任缺失经验的基础上,对新医改中的政府责任进行了梳理、剖析,进一步明确了哪些是政府该做的及该如何去做,从而为新医改方案的有效实施提供参考。
In the past 20 years,Chinese medical system has experienced several reforms and made certain progress.However,the current situation of it is still not satisfactory.The problem of 'inadequate and overly expensive medical services' is obvious.The main reason for it is the unclear responsibility,offside and absence of government administration,which fails to enable medical reform to meet expectation.Therefore,government responsibility is the key factor to make clear government responsibility.Based on a summary of government's absence of responsibility in the past 20 years,this paper sorts out government's responsibility,further make clear what government should do in new medical reform so as to provide references for the effective implementing of new medical reform program.
