摘要
阐述了战略环境影响评价的概念、起源及发展现状。分析了可持续发展的内涵、指标体系、特征及要求。指出,战略环境影响评价中所体现的可持续发展观。从实施可持续发展的角度出发,提出了进行战略环境影响评价的必要性。
The conception, origin and development status of strategic environmental assessment （SEA） were summarised, and the intension, index system, characteristics and requirements of sustainable development were analysed. It indicated that the view of sustainable development has been reflected in SEA. To implement the sustainable development, the necessity to conduct SEA was presented.
