摘要
探索BAAL(balancing authority ACE limits)标准的内涵,明确其在评价和规范区域控制行为上的本质,理解其在频率控制方面的作用,可为构建我国新一代评价标准提供参考。为此,通过对BAAL标准考核指标和越限等级的深入剖析,揭示了其本质是保证频差连续越限的时间不超过30 min;理清了BAAL与CPS1标准之间的关系,即CPS1可约束系统频差幅值的大小分布特性,而BAAL可对频差幅值在时间尺度上的连续分布做出限制;通过对BAAL标准设计原理的分析,明确了其评价过程及具有的5个特点。分析表明:BAAL标准主要关注于电网的运行可靠性;从频率约束角度看,BAAL与CPS1标准相互配合,可对频差大小及其在时间轴上的分布做出约束;但BAAL只限于数十分钟及以上时间尺度的频差幅值约束,对秒至分钟级的短时频差约束还未涉及。
It is of significance to understand role of BAAL standard in terms of frequency control, explore its connotation and provide reference for construction of control performance standard in China. It is necessary to research its effects on evaluation and regulation of area control behavior. By analyzing examination indexes and violation severity level in depth, it is concluded that the standard can ensure system frequency not exceeding its limits for more than consecutive 30 clock-minutes. Relationship between BAAL and CPS1 is clarified. CPS1 sets spatial distribution of system frequency deviation sequence, and BAAL formulates continuous time distribution of frequency deviation. By clarifying design principle of BAAL, its evaluation process and 5 technical characteristics are discussed. Main concern of BAAL is grid operation reliability. From perspective of frequency constraints, in coordination with CPS1, BAAL imposes restrictions on size and distribution of frequency on time axis. Its time scale of constraints is tens of minutes or more, and short-time level of seconds to minutes is not involved.
