摘要
文章概述了美国缅因州的林区保护工程、哥斯达黎加生物多样性保护工程、欧洲森林生态效益补偿项目的实践情况,总结了其森林保护的关键特点和成功经验。在此基础上,结合武陵山片区森林保护存在的问题,提出生态资本化、森林生态服务补偿、森林管理的法制化、补偿资金多样化、林区人口素质提高等有益的建议,以此构建武陵山区森林保护制度。
This paper outlines the forest protection project in Maine, America, the biodiversity conservation project in Costa Rica, the payment for forest environmental service project in Europe, and then summarizes the successful experiences and characteristics of the forest conservation, Combined with the existing problems of forest protection in Wu-ling Mountain area, the proposed measures, including ecological capitalization, forest ecological service compensation, legalization of forest management, diversification of compensation fund, improvement of population quality in forest region are put forward to build the forest conservation system in Wuling Mountain Area.
