摘要
运用主成分分析法,对湖南省武陵山片区的37个县(市)的可持续发展水平的综合得分进行了测算。结果表明:该地区可持续发展水平整体偏低且不均衡(平均得分为-0.06),可分为水平较高、较低、很低三个层次,属于水平较高的县(市)是综合得分排名前三的冷水江市、吉首市和新化县;属于水平很低的县(市)是排名较后的城步县、通道县和古丈县,该地区约一半以上的县(市)达不到平均水平;影响贫困地区可持续发展水平的主要因子是经济发展程度,其次是人口素质高低、城市化进程快慢和社会保障能力高低,三个层次的县(市)各自经济基础、自然资源有差异,虽然现阶段都是以脱贫为主要目标,同时要根据实际区情突出特色,有选择地进行差异化发展。
Using the principal component analysis to assess the comprehensive scores of the sustainability of 37 counties(cities) in Wuling Mountain area in Hunan. The results show: the sustainable development level of this area is relatively low and unbalanced(the average score is 0.06), which can be divided into three levels, relatively high, relatively low and very low. The first three counties of relatively high levels are Lengshuijiang County, Jishou County and Xinhua County which have the highest comprehensive scores; Chengbu County, Tongdao County and Guzhang County are of low-ranking and very low levels, and more than half counties(cities) in this area are below the average level; major factors impacting the sustainability of impoverished areas is the economic development level, and then the quality of the people, the urbanization status and the social security system. Counties(cities) of these three levels differ from each other in terms of economic and natural resource bases. Although current main goal is to get rid of poverty, it is necessary to stress distinguished features and pursuit diversified development based on practical situation of each area.
