摘要
提出新的历史时期建构高校二级教代会制度具有深厚的价值意蕴:1现代大学是价值共同体,二级教代会制度建构是激活基层民主政治细胞的现实需求;2和谐贵在人心内在的和谐,二级教代会制度建构是有力构建高校和谐校园的内在需要;3内涵之路重在人的能力提升,二级教代会制度建构是合力推动高校科学发展的实践路向。
To construct a two-level teachers congress system in universities in the new era has profound value implications. It is a practical need to activate the democratic and political units at the grassroots of a university as a value community. It is also an inherent requirement of a university when building a harmonious campus because a harmonious society depends on the inner harmony of the mass. Meanwhile the connotation construction of a two-level teachers congress system will be focused on the improvement of teachers＇ abilities, whose joint efforts contribute to the realization of a scientific development of a university.
