摘要
地方高校在中国高等教育体系中数量庞大,承担着重要的人才培养任务。地方高校发展的关键之一是实施人才强校战略,要以加强管理创新,构造核心竞争力为重点,采取规划先行、分类施策、培养和引进高层次人才、科学使用人才、加强目标管理、搭建宽广平台等有效措施,才能建设具有核心竞争力的地方高校。
Bearing large quantities in China＇s higher education system, the local colleges and universities have undertaken an important task to cultivate talents. One of the key points to develop the colleges and universities is to implement the strategy of strengthening schools with talents, focusing on management innovation and core competitiveness. To achieve the goal, the paper proposed some effective measures such as early planning, practicing classified policies,recruiting talents, enforcing target managements, and building the platform.
