摘要
利用现场测查法和专家咨询法对医院绩效评价进行了研究。从上海市三个医科大学所属三级医院和上海市属三级医院中各抽取一所医院作典型调查。经过两轮专家评议,从业务水平、经营状况和病人满意度三个方面选出32个指标。根据指标性质和权重,计算出综合得分,以此为基础对各医院绩效进行评价,并根据医院综合得分提出星级医院评审的思想。结果表明,计算方法具有稳定性、可靠性和可操作性。建议进一步完善医院绩效考核指标体系;逐渐以反应性指标取代病人满意度,作为医院绩效评价指标体系之一;星级医院评审,医院管理与国际接轨,提高医院核心竞争力。
The authors made a study on the evaluation of performance for a hospital by surveys on the spot and consultation with the experts. We took out one from the three hospitals in Grade 3, attached by Shanghai Medical University, and another one from the three hospitals in Grade 3 belonged to the Shanghai municipality and made a typical investigation. We chose 32 indexes from three aspects: the personnel level, management and satisfaction of the patients, with the consultations from the experts.
