摘要
学区制改革不仅是划片对口入学,更是以学区自主办学为核心的教育管理制度变革,是对教育治理体系现代化的重要探索,其核心内容是落实学区一体化管理,扩大优质教育资源覆盖面,推动区域教育优质均衡且有特色发展。实现学区组织结构变革和生源结构回归常态是学区制改革的重要制度保障。有效实施学区制,不仅需要完善学区构建、领导职权和运行制度等配套管理机制,更需要建立学区内师资流动、课程共建、硬件设施等资源共享机制,真正实现质量均衡。
The reform of school district system is not only the student enrollment in accordance with the designated area, but also the reform of education management system based on the district autonomy, which is an important exploration of the modernization of education management system. The core content is to implement the district integration management, to expand the coverage of high-quality education resources, and to achieve the balanced and distinctive development of education. Organizational structure change and enrollment return to normality is an important institutional guarantee of the reform. The effective implementation of school district system is not only to improve the management mechanism of the school district building, the leadership authority and the running system, but to establish the resource sharing mechanisms such as teacher mobility, curriculum construction, and hardware facilities in order to realize the quality equilibrium.
