摘要
城市自然灾害是一种突发性强、破坏性较大、处置救助较为困难的灾害之一,给城市居民生命安全及城市基础设施建设带来重大损失。研究依据自然灾害应急理论,阐述了城市自然灾害应急能力相关概念,在此基础上构建了城市自然灾害应急能力评价概念框架,从指挥系统与救援队组织结构、救援队行动能力、救援队支持能力、救援保障能力5个方面综合选取了18个评价指标,利用加权综合评价法、层次分析法建立城市自然灾害应急能力评价模型及评价技术流程,为城市自然灾害应急能力定量评价研究提供了依据。
Urban natural disaster was sudden strong, destructive and more dif- ficult for rescue, which caused serious damage to urban residents life safety and urban infrastructure construction. Based on the theory of emergency management of natural disaster, the related concepts of urban natural disaster emergency ca- pability were expounded, and the evalua- tion framework of urban natural disaster emergency capability was constructed. Eighteen evaluation indexes were select- ed from five aspects including command system, organization structure of rescue team, action ability of rescue team, sup- port ability of rescue team and rescue security ability, and on this basis, the e- valuation model and evaluation process of urban natural disaster emergency ca- pability were established by using weighted comprehensive evaluation method and analytic hierarchy process. The research provided the basis for the quantitative evaluation of urban natural disaster emergency capability.
