摘要
本文从我国出现的SCI现象入手 ,讨论了SCI的特点和作用以及不足之处 ,引导人们客观公正地评价SCI。随后 ,从理论和实用的角度提出全面应用SCI,并提出了使用SCI的三种途径和方法。
In the view of a phenomenon of quating SCI in China, this article discusses not only the characters and functions of the SCI,but also its short-comings as well.It initiates the people into the evaluating SCI objectively.Afterwards,from the angle of theory and practice,It suggests a complete application of SCI and the usage of three channels and methods.
