摘要
对SCI现象及扭转SCI现象的众多思路进行了综述,强调了学术期刊应从期刊自身的角度思考应对之策,需转换狭隘的传播观和编辑出版观,重新认识新形势下学术期刊的社会功能和期刊的专业主义精神,并将其落实为行业规范,同时建设基于互联网的联合型学术监督机制及量化评分的综合考核评价机制。
This paper Summarizes the SCI phenomenon and many ideas for reversing the SCI phenomenon,and emphasizes that the academic journals should think about the solutions from journal＇s own angle,should change its narrow communication concept and editing/publishing concept,reacquaint the social function of academic journals and professionalism spiritof journals under the new situation and turn them into professional standards,and at the same time,should construct a joint academic supervision mechanism based on Internet and a comprehensive evaluation mechanism based on quantitative score.
