摘要
行政伦理对行政管理的公共性进行了规范,以实现某种价值秩序。然而,由于种种原因,现代行政常常处于行政伦理两难之中,通俗的理解就是人们在追求实现利益时,价值观会与善之间存在不容易调和的矛盾,不能相辅相成地发展下去。本文针对我国地方环保部门在履职过程中面临两难困境的现状及原因,从行政伦理两难角度出发进行了深入的阐述与分析,从而得到清晰正确的认识。
The administrative ethics regulates the public nature of administrative management in order to achieve a certain value. However,due to various reasons,the modern administration are always in the administrative ethical dilemmas,generally speaking,when people are in the pursuit of interests,values will be in conflict with the goodwill,they can＇t get along well with each other. This paper focuses on the current dilemma situation of the performance of the local environmental protection departments and its reasons,analyzes from the perspective of the administrative ethics,so as to get a clear and correct understanding.
