摘要
数字资源不同于传统资源的一些特性,使得数字资源的长期保存面临诸多问题。分析数字资源长期保存的负外部性影响、产生的原因,不同于从数字资源长期保存本身去研究问题,有利于多角度剖析数字资源长期保存存在的问题,更加完善数字资源长期保存的相关策略。针对这些负外部性效应,提出了明晰数字资源保存者与所有者的权利和义务;完善相关法律法规制度;严格控制数字资源的开放利用,规范用户的行为;建立国家数字资源长期保存门户网站;确立长期有效的激励机制等一系列措施。
Unlike some of the characteristics of traditional resources, making the long-term preservation of digital resources is facing many problems. This paper analyzes the perspective from the externality of the long-term preservation of digital resources in some of the problems, a detailed analysis of long-term preser- vation of digital resources in the negative external influence. According to these negative external effects, it gives some suggestion for preservation of digital resources： Clarify the rights and obligations of the owner＇s digital preservation; and improve relevant laws and rules and regulations; and strictly control the use of digit- al resources open, standardized user behavior; establishment of a national long-term preservation of digital resources portal; to establish long-term and effective incentive mechanism and a series of measures.
