摘要
实行图书馆总分馆制可以有效利用资源,提高服务效益。基于协同理论的集群式总分馆模式是在借鉴各地区图书馆总分馆建设成功案例的基础上提出的一种创新总分馆模式。其构建应遵循公益性、均等性、高效性等原则,采取多元化的集资手段,建立多层次扩展的资源结构,采用上下两级负责的管理方式,对分布建设的资源实现联合使用,提供一站式的信息服务,并注意分馆构建的特色化。这种模式需要从立法、制度、人才、技术等方面加以保障。
Main and branch library system can implement efficient use of resources and improve service efficiency. By learning from some successful regional branch library construction, there is a new mode called ＂Main and branch library system mode based on synergistic and cluster theory＂. Its construction should follow the public welfare, uniformity, efficiency principles. Take a wide range of fund-raising means to establish a multi-level extension resource structure. It uses ＂upper and lower levels of management＂ responsible for the distribution of resources to achieve the joint use. The mode provides a one- stop information service, and pay attention to the characteristics of the branch build. This model needs to be protected from the legislative, institutional, personnel, technology and so on.
