摘要
政府行为的发挥是高新技术产业化创新活动成为一个社会系统创新行为的关键和前提 ,同时 ,政府推动对高新技术产业化创新的作用也存在局限性。因此 ,高新技术产业化创新要求政府推动行为的创新。本文具体研究了高新技术产业化创新活动中政府行为作用的主要形式及其相应局限性。
Government behavior is a fatal factor in the social innovation system; government promoting has some limits in the function of the exchanging of high new technology innovation zones.
