摘要
城镇化是一个系统化的浩大工程,它涉及到土地管理、住房保障、人口流动、产业结构、社会保障、城镇管理、财政税收、金融融资等一系列制度协调配合,其中土地制度中农村宅基地使用权制度在城镇化中扮演着尤为重要的角色,成为制约现代城镇化的一个首要需要解决的问题。本文将从法律角度对宅基地使用权流转作出探讨。
Urbanization is accompanied by industrialization ,it＇s a natural historical process in which the non‐agricultural in‐dustries and rural population concentrate in urban ,is the inherent requirement that productive forces adjust production rela‐tions ,is the objective trend of the development of human society ,is also a symbol of modernization of the country .Urbani‐zation is a huge systematic project ,which involves the land management ,housing security ,population flow ,the industrial structure ,social security ,urban management ,fiscal taxation ,finance ,and so on a series of system coordination .Housing land use right in the land system plays a particularly important role ,which becomes a primary problem to be solved in modern urbanization .This thesis will explore the rural homestead‐land‐use‐right circulation from the perspective of law .
