摘要
为了营造激励自主创新的政策环境．增强我国的自主创新能力，加快建设创新型国家，2006年,国家颁布《国家中长期科学和技术发展规划纲要（2006-2020年）》（以下简称《纲要》）。针对我国科技政策环境建设面临的挑战．制定出台了相关政策措施。本刊对这些政策措施的实施情况、进展成效，以及许多领域专家提出的政策建议进行综合报道。
To build policy environment of independent innovation, enhance China＇s capacity for independent innovation and speed up the construction of an innovative country, in 2006, the State promulgated “National Medium and Long-term Science and Technology Development Plan Outline （2006-2020）” （hereinafter referred to as the “plan”）, establish relative aspects of policies and measures to the challenges and problems that China faces. We report the implementation of these policies and measures.
