摘要
新时期,我国农村扶贫开发的主题、主体、方式等都发生了重大变化,新的问题也不断增多,处理不好,甚至会出现较大的返贫压力。在大扶贫的视角下,综合分析现状与问题,提出树立多元治理的理念,建立多部门、多主体间的合作机制,转变政府职能,保障扶贫对象的参与权利,大力发展产业扶贫,形成多部门、多主体间的监督机制,从而实现贫困地区共同富裕的目标。
In the new period, significant changes have taken place in the theme, the main body and the methods of rural poverty alleviation and development in China, meanwhile, new problems are also emerging, re -poverty might strike if the problems are not dealt with properly. Under the perspective of great poverty alleviation, comprehensive analysis of the status and problems is made, the idea of multiple governance is put forward to establish multi - sectoral, multi - agent cooperation mechanism, to transform government function, to protect the rights of the participation of objects for poverty alleviation, to develop industry for poverty alleviation, to form supervision mechanism between different departments and subjects so that the goal of common prosperity in poverty- stricken areas can be achieved.
