摘要
"个性官员"是指党和国家行政机关中有明确的价值主张和实际行为,并通过现代传媒手段具有较强社会影响力的工作人员。如果从"元治理"的视域研究,"个性官员"群体是可以和中国社会语境兼容的,其标准在于合法性标准和"返魅"标准。但在契合中会遇到官员主体和客观环境要素的对立和冲突,其原因包括制度供给的不足、"个性官员"角色冲突以及政治文化发展的滞后性等。因此,要实现"个性官员"和当代中国语境的真正兼容,必须促进普遍道德标准和官员个体创新的统一,通过法治建设实现制度"善"的落实以及构建符合公共精神的当代政治文化。
Personality officials are defined as people working in CCP committee and governmental or- ganization who have specific values and corresponding behaviors and have strong social influence through modern media. In the perspective of metagovernance, they can be compatible with Chinese social context with the standard of legitimacy and re-enchantment. Nevertheless, opposition and clash can be found in actuality, the causes of which include lack of institutional supply, role conflict of per- sonality officials and hysteretic nature of political culture. Hence, personality officials and Chinese context can only be united through the union of universal moral standard and individual innovation, implementation of institutional goodness based on rule of law and the construction of contemporary political culture in accordance with public spirit.
