摘要
一个国家的现代化进程，一定程度上取决于治理的效度及能量。国家治理向现代性转型的内在逻辑说明，治理不能仅仅维系于体制革新等技术要素，而要受制于相应的社会基础。这种社会基础正是以合作为核心的公共精神。因而，能否培育公共精神构成现代国家治理的重要议题。公共精神对于现代国家治理如此重要．但是现实生活中公共精神的缺失和匮乏正成为阻碍现代国家治理的一大难题。基于此，要通过培育适应现代政治社会生活的“公众文化”，引导公众参与公共生活，充分发挥公民素质教育的效用等途径来积极培育公共精神。
The modernization of a country depends on the validity and energy of governance to some degree. The inherent logic of modern transformation of state governance shows that governance could not only depends on technical elements of the reform of system, but also be subject to the corresponding social foundation. The social foundation is the public spirit of cooperation as the core. Therefore, whether the public spirit could be cultivated becomes an important issue for modern state governance. The public spirit of the modern state governance is very important, but the lack of public spirit in real life has become an obstacle to the modern state governance. Based on this, by cultivating the modern political and social life of the ＂public culture＂, we should guide the public to participate in public life, give full play to the utility of citizen＇s quality education to cultivate the public spirit.
