摘要
通过抽样调研、个案分析和文献研究法,从产业链的视角对我国建筑垃圾资源化产业的发展现状、存在问题进行分析。研究发现,建筑垃圾资源化产业的发展状况受到市场逻辑和政府规制的共同影响;目前正处于产业发展的幼稚期,产业链的多处关键节点存在瓶颈;该产业隐性的环境效益大于显性的经济效益,而环境效益具有明显的正外部性;目前该产业的经济效益状况对社会资本不具备明显的吸引力,产业内生动力不足,需要政府释放制度红利来弥补。论文研究对决策者制定合适中国国情的建筑垃圾资源化产业发展战略具有参考价值。
By sampling investigation, case analysis and literature research, this paper analyzed the present situations and existing problems of the CD waste resource utilization industry base on the view of industry development chain. The study found that the development of CD waste resource was affected by both the market logic and the government regulation during this immature stage, there still have several key elements blocked the development of the industrial chain. It is implicit that environmental benefits greater than the dominant economic benefit, and the paper points out that environmental benefits have obvious positive externalities; the economic conditions of the industry＇s have no obvious appeal to social capital, so it need the government to release dividend. This research may have reference value for policymaker to develop strategy which is suitable for domestic conditions in china.
