摘要
中国信息技术产业的发展要求是掌握核心技术、加快产业升级，但仅靠政府投资和直接参与却很难实现这一目标，由政府营造良好的制度环境、凭借市场的内生力量来推动产业升级才是现实选择。
The development requirements of China IT industry are mastering core technology and accelerating industrial escalation. But it is hard to fulfill this goal by government's direct investment and operation. It is a practical choice for the government to build a good institutional environment and to let market push IT industry's escalation.
