摘要
本文引入方向性距离函数,分别运用DEA模型和ML生产率指数,测算分析了陕西省10个市2002-2012年考虑碳排放与未考虑碳排放两种情形下的全要素能源效率及其变动分解规律,发现前者的效率值往往高于后者,关中、陕南、陕北三大区域的能源效率变动基本上趋于一致,环境污染在其中的影响大致相当,技术进步是其变动的主要动力,在此基础上,进一步提出了改变陕西省产业结构布局、调整能源消费结构、推进政府职能转变、坚持走环保清洁型能源利用道路、健全和完善生态环境补偿机制等建议。
This paper introduces the directional distance function and measures and analyzes the total factor energy resource and its change and decomposition law of ten cities of Shaanxi province from 2002 to 2012 when considering carbon emission and without considering carbon emission by using the DEA model and ML productivity index. It finds that the efficiency value of the former is always higher than that of the latter. The energy efficiency changes in the three regions Guanzhong,Southern Shaanxi and Northern Shaanxi basically tend to be consistent. The effects of environmental pollution are about the same and technological progress is the main power of the changes. Based on this,this paper further puts forward some suggestions like changing the layout of the industrial structure in our province,adjusting the consumption structure of energy resources,steadfastly walking on the road of environmentally friendly and clean energy resource use and making the compensation mechanism of ecological environment sound and perfect.
