摘要
基于环境DEA技术和方向距离函数,运用投入导向的规模报酬不变的DEA模型,测算了碳排放约束下京津冀都市圈2005~2009年的全要素能源效率,并运用ML生产率指数动态分析了全要素能源效率增长变动及其成分。结果表明:碳排放约束下京津冀都市圈的全要素能源效率及其增长均高于未考虑碳排放约束下的情形;技术进步是碳排放约束下京津冀都市圈全要素能源效率增长变动的主导力量;各城市间能源效率及变动趋势存在一定差异;为因地制宜的制定差异化节能减排政策提供了决策支持。
The total- factor energy efficiency of Beijing - Tianjin - Hebei metropolitan region during 2005 - 2009 under the con-staint of carbon emission was caculated using the DEA model based on the environmental production technology and the directional distance function. The growth rate of total factor energy efficiency and its components were also measured by means of Malmquist-Luenberger (ML) productivity index method. The results indicate that total-factor energy efficiency and its growth rate in Beijing-Tianjin-Hebei metropolitan region under the constraint of carbon emission are higher than that of without considering carbon emission constraints. Technol-ogy progress rate is the dominant force to improve the Total-factor Energy Efficiency growth of Beijing-Tianjin-Hebei metropolitan re-gion. There are some differences among the 13 cities in total-factor energy efficiency and its growth rate. These results can provide deci-sion support for making effective energy saving and emission policies.
