摘要
低空空域开放是未来的一个显著趋势,为通用航空的发展提供了契机。通用航空在公共服务需求、经济建设需求以及航空消费需求等方面有着巨大的市场。但在现阶段,其发展同时面临着诸多困境,例如基础设施建设滞后,法律法规与监管不完善,人才建设不足,区域发展不平衡,政策扶持力度不够等。在新形势下需要采取多种措施打破通用航空发展的困境,推动通用航空持续健康有序发展。
Low-altitude airspace opening is a marked trend in the future, it provides opportunity for the development of General Aviation, its demand is huge in the public service, economic construction, and aviation consumption. But for the time being, its development faces many difficulties, such as poor infrastructure, imperfection of law, regulation and supervision, lack of talents, imbalance of district development and insufficient supporting policies. We need to implement multiple methods to overcome the difficulties in General Aviation field and promote the healthy, sustainable development of General Aviation.
