摘要
美国"9·11"事件等国际恐怖主义犯罪的发生,不仅大大冲击了传统的安全观念,凸显了非传统安全在当今世界安全战略体系中的地位,而且进一步表明国际恐怖主义犯罪已经成为威胁世界政治、经济和社会安全的重要因素,成为摆在世界各国面前的共同课题。为此,世界各国都在加强对反恐警务人才的培养与训练工作。但由于世界各国历史、政治、经济和文化背景的差异,反恐警务人才教育培训的模式也各不相同。我们主要通过对世界上美、德、日等国家的反恐警务人才的训练与培养的比较研究,以期对我国的反恐警务人才的培养提供参考与借鉴。
Anti-terrorism has became one of the international political priorities after ＂9-11＂. Terrorism crime is a factor that shouldn＇t be neglected threatening the social stability of the world. Immediately after the occurrence of ＂9.11＂, terrorism is the result that various kinds of social contradictions sharpen or lopsided development. Therefore, the entire world should perfect anti- terrorism police talent cultivation as soon as possible and establish the anti-terrorism system of police talent cultivation. Anti-terrorism is the important task for all countries in the world in new century. They have launched a vigorous war to fight against the terrorism. The entire world must hold the banner of anti-terrorism and build a set of systems of police talent cultivation and training for strengthening anti- terrorism mechanism.At the same time, we should perfect our training system of police for counterterrorism from the inspiration of the world.
