摘要
聚焦于反恐怖主义法治、战略、犯罪防控、大数据反恐以及反恐怖主义国际合作等诸方面的现状与挑战,透视我国反恐怖主义研究的未来走向。反恐法治研究领域当前仍集中于构建完善的反恐国家安全法治体系等传统问题,未来反恐法治研究会逐渐向复合立法模式的选择,完整的法治反恐怖主义体系的构建等新问题转移;在反恐战略研究中,我国未来反恐战略研究会逐渐从全民、海外反恐战略研究、反恐战略传播机制研究等问题跨向更具广度和深度的研究,特别是国际网络空间新规则和新秩序的构建值得期待;在反恐防控研究领域,国内当前的研究视角涉及边疆地区、互联网领域、体育赛事等多个领域,未来反恐防控研究会更加趋于多元化、多角度化;在反恐大数据研究上,国内还存在研究数量偏少、研究深度不足等问题,在国际方面,大数据分析预测功能以及反恐数据库的构建则相对较成熟,未来应继续加强反恐大数据建设的国际合作,推进技术升级与应用,夯实法律基础,发挥互联网企业在反恐大数据建设中的功能;通过国际性、区域性合作组织搭建的平台,国际国内的反恐国际合作均取得了较大成绩,未来国际反恐合作应注意加强网络恐怖主义领域的合作力度,继续发挥区域性合作组织以及联合国在反恐国际合作中的作用。
This article focuses on anti-terrorism rule of law,strategy,crime prevention and control,big data anti-terrorism and international cooperation against terrorism in order to provide a perspective on the future direction of China＇s anti-terrorism research. The current research in the field of anti-terrorism rule of law research still focuses on the establishment of a comprehensive anti-terrorism national security and legal system and other traditional issues,the future research on anti-terrorism rule of law will gradually shift to new issues such as the choice of the compound legislation model and the complete construction of the anti-terrorist system of the rule of law. As for the study of anti-terrorism strategy,China＇s future anti-terrorism strategy research society will gradually move toward more extensive and in-depth research from issues such as the whole people,overseas anti-terrorism strategy research,anti-terrorism strategy dissemination mechanism research and other issues. In the field of anti-terrorism prevention and control research,the current domestic research perspective involves border areas,the Internet field,sports events and other fields. The future research on anti-terrorism prevention and control will become more diversified and multi-angled. As for the study of anti-terrorism big data,there are still a few studies in the country and the lack of research depth. In the international arena,big data analysis and forecasting functions and the construction of anti-terrorism databases are relatively mature. In the future,we should continue to strengthen international cooperation in anti-terrorism big data construction,promote technology upgrading and application,lay a solid foundation for the law,and give full play to the functions of Internet companies in the construction of anti-terrorism big data. Through the platform of international and regional cooperation organizations,the international and domestic anti-terrorism cooperation has achieved great results. In the future,international anti-terrorism cooperation should pay attention to strengthening cooperation in the field of cyber terrorism and continue to play the role of regional cooperation organizations and the United Nations in international cooperation against terrorism.
