摘要
由于长期二元经济结构的影响及社会保障被边缘化,保障水平低、覆盖面窄、体系不健全、缺乏管理和区域发展不平衡等是农村社会保障普遍存在的问题,文章从农村社会保障体系建设的现状出发,分析了农村社会保障制度实施过程中出现的问题,从统筹城乡社保体系、巩固农村家庭及土地的基础保障地位、拓展和稳定资金来源渠道、加强法制和体系建设、强化管理和监督等方面提出完善我国农村社会保障制度的思路。
Due to the dual structure in urban and rural economies and the marginalization of social security, the low-level security, narrow coverage, imperfect system, lack of administration and unbalanced regional development have become the common issues in rural social security. In this paper, based on the current situation of rural social security construction, the problems occurring in the course of social security system implementation were discussed and the suggestions to improve the rural social security system were put forward, i.e., orchestrating the urban and rural social security system, enhancing the basic security status of rural families and land, developing and stabilizing the external fund sources, tightening the legal and security system constructions and strengthening the administration and supervision.
