摘要
制度供给与需求的博弈是制度变迁的根源所在,而政府主导是中国运动员社会保障制度沿革的逻辑所在。借助新制度经济学梳理、分析与评价中国运动员社会保障制度的变迁轨迹,并在此基础上对创新中国运动员社会保障制度进行理性思考:重塑政府角色,从责任主体上创新中国运动员社会保障制度;完善顶层设计,从关键技术上创新中国运动员社会保障制度;重视文化教育,从实现方式上创新中国运动员社会保障制度;推进立法建设,从动力保障上创新中国运动员社会保障制度。
The game between system supply and demand is the source of institutional changes, while the government-led model is regarded as the developing logic of the athletes＇ social security system in China. This paper applies new institutional economics to analyze and evaluate the trace of institutional changes. And on this basis, it proposes the rational thinking about the innovation of Chinese athletes＇ social security system., to reshape governmental role to innovate athletes＇ social security system from the main body of responsibility; to improve the top-level design to innovate athletes＇ social security system from the key technology; to emphasize education to innovate athletes＇ social security system from the implementation ways＇ and to promote legisla- tive construction to innovate athletes＇ social security system from the legally-motivated protection.
