摘要
在计划控制煤炭消费、生产与转换总量,并分配指标的框架下,建立煤炭消费、生产与转换指标交易的煤票制度;融合煤炭消费环节、煤炭生产环节与煤炭转换环节的、市场各自独立的煤票制度,建立涵盖消费、生产、转换三个环节的、统一的煤票交易市场;融合碳排放总量控制制度,建立与之融通的煤票制度体系;切实控制并降低煤炭消费、生产与转换总量。
In the framework of the planning to control of the total coal of consumption, production and conversion, coal ticket trading system （CTTS） should be established. CTTS is fusion of coal consumption, coal production and coal conversion. A unified market of CTTS covers consumption, production, conversion. CTTS and total emission control system of carbon will effectively control and reduce the total consumption, production and transformation of coal.
