摘要
中国的电力装机容量、发电量、煤电装机容量、煤电发电量、煤炭消费量、电煤消费量均居世界第一。"十二五"期间中国电力需求将净增2.08亿kW·h,火电装机容量将净增3.43亿kW,均高于"十一五"期间的相应值,电煤净增量将达到10.99亿t,是"十一五"净增量的2.5倍。可见,要实现火电行业"十二五"期间SO2减排16%、NOX减排29%的目标,其难度更加艰巨。建议依据煤炭消费强度,划定不同的煤炭消费区,大幅度提高煤炭消费强度大的地区煤炭用于发电的比例。制定合适的经济政策,调动发电企业减排的积极性,真正实现污染治理设施的减排作用。加强电力环保技术的研发与推广,为污染物减排提供技术支撑。
China now ranks as first in the world for the total installed electricity generation capacity,electricity generation, coal-power installed electricity generation capacity, coal consumption, power coal consumption, and so on. During the 12 th Five-Year,the power demand will have a net increase of 2.08 ×10^8 kW . h, and thermal power installed electricity generation capacity will have a net increase of 3.43 ×10^8 kW. All theses will exceed the correspond- ing value of 11 th Five-Year,so thermal coal will have a net increase of 10.99)〈 108 tons,which is 2.5 times as much net increase as the 11 th Five-Year. It is more difficult to realize emission reduction 16% of SO2,29% NOx of thermal power seetor in the 12 th Five-Year,so it is suggested that according to coal consumption intensity,different coal consumption regions can be classified,and the proportion of coal for power can be raised by a large margin in the great intensity region of coal consumption. Some appropriate economic policies can be established so as to arouse the emission reduction initiative of power enterprises, and emission reduction function of pollution prevention and treatment fa- cilities can be achieved really. Research and development work of environmental technology of power sector should be reinforced so as to provide the technology support for pollutant reduction.
